Handling the Gateway test when you sell
- Look up the last result. GVIP's station portal pulls up a car's most recent emissions report by license plate or VIN (GVIP station page).

What the emissions test asks of a St. Louis seller
The Gateway Vehicle Inspection Program covers cars registered in the city and in St. Louis, St. Charles and Jefferson counties. It tests gas cars from model year 1996 on and diesels from 1997 on, up to 8,500 pounds, so a 1995 or older gas car needs no emissions test (GVIP). For the rest, a private seller owes the buyer a current pass or waiver before the sale, and GVIP says that duty overrides any "As Is" line on a bill of sale to an individual (GVIP on vehicle sales). A buyer from across the river in Illinois doesn't change that, since none of the statute's exceptions is about where the buyer lives (RSMo 643.315). One that hasn't moved in five days counts as abandoned: a Street Inspector puts a sticker on it, and it's towed if it isn't moved or repaired within five days of the sticker (city Street Division). The emissions statute skips any sale that Missouri's inspection law lets go ahead without an inspection certificate, and that law covers those sales (RSMo 307.380). In that kind of sale, the buyer gives the seller an affidavit on a Highway Patrol form.

Can I still get cash for a junk car in St. Louis if the city booted it?
Deal with the boot quickly, because the city says a booted car is subject to immediate tow. The boot comes off once you show that every fine and fee is paid, with a payment receipt or a dismissal form from the Parking Violations Bureau, 229 North 7th Street. Once the car has been towed, that option ends. If you can't pay at once, the Treasurer's Parking and Towing Assistance Program sets up monthly payments that avoid booting and towing.
My car is at the city tow lot. How do I get it back?
Check the city's towed car lookup or call (314) 383-7546. Cars the city tows go to 7410 Hall Street, open weekdays 9 a.m. to 6 p.m. and Saturday 9 a.m. to 12:30 p.m. Bring the registration, a valid driver's license and a receipt for any tickets.
I sold my car this year. Why is the city still billing me for it?
The Assessor makes each year's assessment as of January 1, so a car you owned that day stays on this year's bill. The Collector mails it in November and it's due by December 31, payable at City Hall, Room 109 (Collector of Revenue). Only the Assessor's Office can take a car off a bill: leave the sold car off the declaration it mails in January, which is due April 1. A late declaration draws a 10% penalty (Assessor).
Which license office serves the city, and what will it ask for when I register my next car?
In the city itself, the Missouri license offices are Downtown STL, 1208 Washington Ave., and South Kingshighway, 4628 S. Kingshighway Blvd., open since October 2025 (DOR office locator). City residents bring a paid personal property tax receipt from the Collector or a tax waiver from the Assessor (city registration page). The waiver costs nothing at City Hall, Rooms 115 and 117; bring the title or bill of sale and a photo ID.
