  • Ask about the hardship fund before you pay. The transportation bureau (PBOT) pays up to $300 of towing and storage, while the fund lasts, for auto-theft victims who qualify and send a copy of the police report. Apply within 5 business days of the tow and before you get the car back. It covers city-contracted tows inside Portland, not private-lot impounds (PBOT towing hardship fund).

DEQ suggests taking your test results to your mechanic, and it lists Recognized Automotive Repair Shops for the Portland metro, meaning shops with technicians trained for emission repairs. Low-income Portland-area owners may qualify for the Clean Air Partners Program, which helps with minor emission repairs on 1996 and newer cars that failed the OBD test (Oregon DEQ).

Once the city puts a notice of intent to tow on an abandoned car, it can be towed 72 hours later, or 24 hours later if its condition is an immediate threat to public health or safety (Portland City Code 16.30.225). Selling my car in Portland, OR: can I leave it on the street with a sign in the window?

Not with the sign, and not for long. Portland code bars parking on a street mainly to display a car for sale. It also treats a car that isn't moved off the block face within 24 hours as stored, and a stored car can be given a tow notice. Repairs on the street are limited to emergencies, for up to eight hours (Portland City Code 16.20).

Which Oregon DMV office in Portland should I go to?

Portland has three: Downtown at 1502 SW Sixth Ave, North Portland at 1186 N Hayden Meadows Dr, and Southeast at 8710 SE Powell Blvd, at 86th Ave. The Downtown office has no off-street parking and does no VIN inspections, so a VIN inspection means an appointment at another office, booked through DMV2U (Oregon DMV).
