Getting a car back from a Salem police tow

  • Get the release in person. It comes from the Salem Police Department at 333 Division St NE, not from the tow company.
  • Pay the fee and show insurance. The administrative fee is $150, waived in a few cases such as a recovered stolen car. The insurance card or policy has to cover the day you pick the car up. An insurance bill doesn't count.
  • Then go to the tow company. It can charge its own towing and storage fees on top. If you think the tow was wrong, ask for a hearing within five business days. The form goes to Salem Municipal Court, 2850 Broadway St NE. The police department's tow page lists the forms.

Salem's city code has a wide idea of junk. A used car counts if it has no vehicle license or an expired one, so lapsed registration is enough on its own. So does a car with a broken or missing window or a missing wheel. Junk can't be kept outdoors anywhere in the city, or in a structure that isn't fully enclosed, so an open carport doesn't solve it (SRC 50.025 and 50.260). Both rules belong to the city's Property Maintenance Code. Until June 30, 2027, the city's Lien Forgiveness Program forgives unpaid penalties for owners who correct such violations by then (City of Salem Code Compliance).

How long can a car stay parked on a Salem street?

Five days in the same spot, and a car parked in a parking zone mainly to display it for sale isn't allowed at all. A car with expired registration isn't allowed on a street, in an alley or in an off-street parking facility for any length of time (SRC 102.040). Keizer is stricter on time: 72 consecutive hours, and moving the car just to reposition it doesn't count. Keizer also bars inoperable, uninsured and unregistered cars from its streets, and parking on them mainly to show a car for sale (Keizer city code).

A neighbor reported my car to the city. What happens next?

Salem Code Compliance assigns complaints filed online to an officer the next business day, and complaints sent other ways within 3 to 5 business days. The city doesn't take anonymous complaints, but the complainant's name is exempt from public records disclosure. Before it takes custody of a car parked past the street limit or kept as junk, the city has to give notice under state law (SRC 102.205). Code Compliance is at 503-588-6421.

A Marion County deputy had my car towed, not Salem police. Where do I get it released?

At the Marion County Sheriff's Office, 100 High St NE. The registered owner brings proof of ownership, proof of current insurance and a valid driver's license. The release fee is $120, exact cash or money order only (Marion County Sheriff's Office).

My car is just outside Salem city limits. Whose rules apply?

In unincorporated Marion County, the Sheriff's Office Code Enforcement unit handles complaints, including nuisance and solid waste. In Keizer, it's the city's Code Enforcement Division at 503-856-3438, and parking complaints go to non-emergency police dispatch at 503-390-2000 (City of Keizer). Outside city limits in Polk County, call Polk County Code Compliance at 503-623-9237 (Marion County Code Enforcement).
