After the sale

The county refund and your KTAG

  • Ask for the unused tag money. Johnson County may refund the unused part of the registration fee and vehicle property tax on a car you sold, if at least one full month is left on the registration. It needs the Sold Vehicle Refund Form, the plate with its decals, the original current-year registration receipt, and the Social Security number and signature of every owner listed. A refund can take up to 30 days.
  • Drop it off, or mail it to Mission. Either Motor Vehicle office takes the refund in person. By mail, forms go to 6000 Lamar Ave., Suite 100, Mission, KS 66202. The county's St. Louis P.O. box is for renewals only.
  • Take the KTAG off your account. A KTAG is a sticker on the car, so one left on the car you sold keeps charging your DriveKS account, 69Express trips included. The DriveKS user agreement (July 2024) says you're responsible for all tolls until the Kansas Turnpike Authority is notified. Account help is at DriveKS.com/help.
Local pickup

Where we pick up around Overland Park

We pick up at any Overland Park address, from 66212 around City Hall on Santa Fe Drive to 66221 in the south end. The same pickup reaches Olathe, Lenexa, Leawood and Shawnee, and Prairie Village, Mission, Merriam and Gardner too.

Fixing something before pickup? Overland Park's code bars car repairs at a home between 10 p.m. and 7 a.m. An emergency fix for a flat tire or a dead battery is exempt, and so is work inside a garage with every door and window closed.

Johnson County Motor Vehicle

The two county offices that handle Overland Park titles and tags

In Kansas, the Division of Vehicles runs titles and plates, but the Kansas DMV counter for an Overland Park car is a county one: the county treasurer's motor vehicle office. Johnson County has two, at 6000 Lamar Ave., Suite 100, in Mission and at 782 N. Ridgeview Road in Olathe. Both are open 7:30 a.m. to 4 p.m. on weekdays, except county holidays.

Don't go to the Treasurer's office in the County Administration Building at 111 S. Cherry St. in Olathe for this. The county says you can't register, renew or title a vehicle there. If the car you're selling is financed or leased, our guides to selling a car with a loan and selling a leased car cover the payoff.

City code 7.22

Cash for your car in Overland Park

Overland Park's code calls a car inoperable if it is junked, wrecked, partly taken apart or can't do the job it was built for. It also counts if it has no current, valid registration plate, is missing parts it needs to be legal on the road, or sits on jacks or blocks. So a car that still starts but has an expired plate counts as inoperable under the code.

One inoperable car can stay on a property for up to 15 days in a row. After that it has to be inside a garage or other building. Covering it doesn't help: in a residential area, a car that can be seen from the street with its plate hidden, under a tarp or behind bushes, is treated as inoperable. After a violation notice, the owner has 15 days to show the car runs and is registered. If that clock is running on a car that won't start, or one you don't plan to register again, you can ask for cash for junk cars in Overland Park through our junk car offer, and pickup comes to the address where it's parked.

A blown engine or a transmission that won't shift is a fix-or-sell call: selling a car with engine problems and selling a car with a bad transmission work through the math. Still owe on a car the insurer totaled? Selling a totaled car explains who the payout goes to and what happens when it falls short of the loan.

U.S. 69 tolls

How the 69Express lanes bill a car

  • •U.S. 69 through Overland Park has a new express toll lane in each direction along a 6-mile corridor, and the two general-purpose lanes stay free. Southbound, you can enter at 103rd Street, and the lane ends at 151st Street (City of Overland Park; KDOT, U.S. 69Express, Sept. 2026)
  • •Sensors read a KTAG or other compatible transponder, or the license plate. Without a KTAG, the toll is 2x the rate on the sign, and a car with no compatible transponder can be billed by mail using its registration (KDOT, U.S. 69Express)
Overland Park questions

Asked by Overland Park sellers

Can I sell my car in Overland Park, KS, if I still owe on it?

Yes. Get a payoff figure from your lender. The lender is paid from the proceeds and releases the lien, so you don't need a paper title in hand. If the offer is more than the payoff, the difference is your check; if it's less, you cover the gap. Already paid the loan off and the title still shows the lien? Johnson County takes the lien release at the counter, by fax at 913-715-2510 or by email to dmv@jocogov.org. Include the address the title should be mailed to and a phone number.

How do I get a place in line at the Johnson County tag office?

Each Motor Vehicle office has an online waitlist that opens at 6 a.m. on weekdays, or you can book an appointment up to 30 days ahead. Appointments must be confirmed by text 48 hours ahead or they're canceled 24 hours before. If the list says "currently unavailable," that office is full for the day, so check the other one. Walking in doesn't guarantee a spot once the line is full.

Where can I meet a buyer safely in Overland Park?

At the police department's Internet Exchange Zone, outside the Sanders Justice Center at 12400 Foster. The city's notice, first posted in 2019 and last updated in April 2023, puts the stalls at the far south end of the public lot on the east side of the building, marked with green paint and a sign. A camera on a light pole watches them, and the building is also a police station. If you sell to us, you won't need it, since pickup comes to your address.

My plate is lost. Can I still get the Johnson County tag refund?

Yes, but you'll need a police report instead of the plate. File it with the police department of the city where the plate went missing, which inside Overland Park is the Overland Park Police Department. If it went missing in the county's rural areas, the sheriff takes the report.

I can't find my title. Where do I replace it in Johnson County?

At either Motor Vehicle office, in person or by mail. Mail-in and drop-off applications have to be paid by check or money order.

For how to sign over a Kansas title, see our Kansas selling guide.

Or send the details — we'll come to you

Tell the form what you're driving, what's wrong with it and what's left on the loan. The number that comes back accounts for all of it, and an accurate description keeps it the same on pickup day.
