If someone reports your parked car to the city
- A code official visits within 48 hours. Complaints can be phoned in anonymously at (785) 368-3161 or sent online, and the official checks whether there's a violation. The official may then watch the property for up to seven days, leave a door hanger, or send a written notice.
- The notice gives you 13 days. The city's written procedure allows 10 days to fix the problem plus 3 for mailing, counted from the day the notice is issued. You can ask the code official for one extension, which may be granted if you show good faith and a plan. Or ask in writing for a hearing by the date on the notice. Hearings are held twice a month.
- After that, the city can tow. The city's best-case timeline for an inoperable-vehicle case, when the owner doesn't act, is 21 days. If the car is gone when the official re-inspects, the official photographs the property and closes the case.
Where we pick up around Topeka
We pick up at any Topeka address and east on I-70 to Lawrence. A Lawrence pickup runs the same way as one in Topeka, on the same timeline, and the stretch between the two cities is covered too. So are the small towns near Topeka, such as Silver Lake, Auburn and Meriden.
Not replacing the car? Shawnee County says you may be owed a pro-rated tax and tag refund when you sell a vehicle and don't replace it. The refund is counted from the day your application reaches the Treasurer's office, not the day you sold, and the county suggests applying before the last working day of the month you sold in. Its refund notes also say to turn in your current tag and registration when you apply, and the state needs your Social Security number before it pays.
Topeka's tag office: the Courthouse or the Annex
For titles and plates, the Kansas DMV counter here is the Shawnee County Treasurer's motor vehicle office, the county tag office. The state agency behind it is the Kansas Department of Revenue's Division of Vehicles. The county has two locations: the Courthouse at 200 SE 7th St. and the Motor Vehicle Annex at 5938 SW 17th St. Hours are 8:00 a.m. to 4:30 p.m., Monday through Friday.
As a seller, you'd go there for a replacement title before the pickup if the old one is lost, or for a tag refund after the car is gone.
Cash for your car in Topeka
Topeka's Property Maintenance Unit judges whether a car is inoperable by signs that include a missing windshield, flat or missing tires, sitting up on jacks, no license tag, a missing engine, or wreck damage. We make offers on old, wrecked and non-running cars, salvage and rebuilt titles included, and the car is hauled away, so there's no need to get it running first. Tell us how long it has sat and where. If a code official's door hanger is what sent you looking for cash for junk cars in Topeka, start on our junk car page.
When a wreck ended in an insurance total loss, selling a totaled car walks through the payout and the salvage title that follows; if the damage was never fixed, selling an accident-damaged car covers what a buyer checks. For an engine that seized or overheated, see selling a car with a seized or overheated engine.
Timing a trip to the tag office
- •New title work stops at 4:00 p.m. every business day, and the county says that cutoff may be adjusted on days of high demand (Shawnee County Treasurer)
- •On the last business day of the month, the offices open early at 7:30 a.m., but walk-in titles are not processed; title work that day is by appointment only (Shawnee County Treasurer)
- •Walk-ins are accepted, but appointments are served first. You can get in line online or book a future appointment from the Treasurer's motor vehicle page (Shawnee County Treasurer)
Asked by Topeka sellers
Can I keep a junk car in my Topeka driveway or backyard?
Not if it's inoperable or untagged. Topeka's property maintenance code says no inoperative or unlicensed motor vehicle may be parked, kept or stored on any premises, and no vehicle may sit in major disassembly or be stripped. The exception it lists is a major overhaul, body work included, done inside a structure or enclosed area designed and approved for that work. Painting a car is allowed only in an approved spray booth.
How long can a car sit on a Topeka street before the city calls it abandoned?
48 hours. The city's abandoned-vehicle rule counts a car left on a street or other public property for more than 48 hours as abandoned, and it bars leaving a partially dismantled, nonoperating, wrecked or junked vehicle on any street or public property. Under Ordinance 20605, passed October 14, 2025, property maintenance inspectors, not only police, can write the notice to appear for these violations.
What do I do about the K-TAG in the car I'm selling?
Tell the Kansas Turnpike Authority it's gone. KTA's DriveKS user agreement (the August 2024 version, still posted in April 2026) says you must notify KTA when a transponder on your account is no longer in your possession, including when the car is totaled in a crash, and that you're responsible for all tolls until you do. Customer service is at 1-800-USE-KTAG, and the agreement lists in-person customer service in Topeka.
I live in Lawrence. Which tag office is mine?
Douglas County's. The Douglas County Treasurer's Office at 2601 W. 6th St. in Lawrence handles tag renewals and titles for county residents. It's open 8 a.m. to 5 p.m. on weekdays, and title work stops at 4:30 p.m. The county names Tuesday through Thursday, 9 to 11 a.m. and 1:30 to 4 p.m., as the best times to come.
How to sign the title and what to do with your plate at pickup are covered in our Kansas selling guide.
