For a seller the first box is the one that matters - a lost, mutilated or illegible certificate replaced for ten dollars, by mail or at the county treasurer's counter - because Kansas will not let you sell without the certificate, and its instructions carry the state's defining catch: Kansas is an electronic title state, and only vehicles with no lien holder will have a paper title issued.

The application is ten dollars and a form, but the certificate arrives on the Division's schedule, and a Kansas sale cannot lawfully close without it - a buyer standing in your driveway while the replacement is somewhere in the post is how sellers get talked into the handshake deals the statute voids.

Watch out: Check the registration receipt first. A lienholder on it means the record is electronic and the replacement route is shut until the release arrives - that is the sheet's own instruction, not caution.

Watch out: The second and third both say attach title - a certificate ruined by a spilled coffee or a spoiled assignment entry is surrendered with this application, which is also the honest fix for a botched correction.
Kansas driver's license, ID or FEIN beside each owner's name, address, and the phone number the sheet marks required.
Watch out: Every owner on the record signs, and the signatures must match the names on the face of the current Kansas title record - the and/or rule reaches even the replacement of the paper.
VIN, year, make, plate number, and the Kansas county the vehicle is or was titled in.
Watch out: The county field is how the Bureau finds the record without the certificate you no longer have - the registration receipt or an old insurance card carries the VIN if nothing else does.
The mail-to block, only if different from your address.
Watch out: Selling soon? Mail it to yourself, always - a replacement sent to a helpful relative's address is a second delay on a sale the statute will not let close without it.
The certification - owners, liens listed, information true - and a signature and date per owner.
Watch out: Take it or mail it to the county treasurer's motor vehicle office with a check or money order; the sheet's own header says do not send cash.
