- Choose one of three signed lots. The Vancouver Police Department sets aside the parking lots at West Precinct (2800 NE Stapleton Rd.), East Precinct on SE 155th Ave. and police headquarters (605 E. Selling a car that still has an Oregon title
Portland is just across the Columbia, so the title for a car parked in Vancouver may have been issued by Oregon. If it was, Oregon DMV's seller steps apply: sign and date the back of the title or a bill of sale, and for a 2011 or newer model under 20 years old, record the mileage on the title's back, with both you and the buyer signing.
Then report the sale on Oregon's DMV2U site within 10 days, with the buyer's name and address. Until the buyer transfers the title, DMV keeps you listed as the owner. Which Clark County office handles title work, including a Quick Title for a lost one?
The Clark County Auditor's Office, an appointed agent of the Washington DOL (Washington's DMV). Its Auto License office at 1300 Franklin Street is open 9 to 4 on weekdays, shut from noon to 1, and handles Quick Titles, duplicates for a lost title included, only from 9 to 11 a.m. and 1 to 3:30 p.m. Nine subagent licensing offices in Vancouver, Camas, Battle Ground and Ridgefield all keep Saturday hours, and eight process Quick Titles. Before I sell my junk car, can Vancouver tow it off the street?
The city's rules allow it. A vehicle in the public right-of-way has to be driven regularly, run, and carry current tags, or it may be towed. Abandoned-vehicle reports go through CRESA, the Clark Regional Emergency Services Agency, which takes one only after a car has sat more than 24 hours and says to allow 5 to 7 business days for police to follow up.
Can the car I'm selling stay parked in front of my house?
Only if it runs and its tabs are current. Vancouver limits street parking to 24 hours, with a $35 fine, but lets residents skip that in front of their own home when the car is registered to that address, licensed, in working order and legally parked, and the street around it is kept clear of leaves and debris. Inside city limits, current tabs include Vancouver's $50 transportation benefit district fee at each renewal, in effect since July 1, 2025. Even then, the city says the car has to be moved or driven occasionally, not stored there.
A neighbor reported the dead car in my driveway. What does the city do next?
The report goes to the city's Code Compliance office, which lists inoperable vehicles among its most common violations. An inspector usually visits, and if the violation is confirmed, the city typically sends a letter giving a specific, reasonable time to fix it. If nothing changes, a Notice of Civil Violation and Order can bring fines, appealable to a city-appointed hearings examiner, and an uncorrected violation can be charged as a misdemeanor in District Court. Selling the car before the letter's deadline is one way to clear it.
