From the offer to the last city bill
- 1. Ask for the offer. Answer a few questions about the car, including any rust or water damage. The instant offer is firm and based on what you describe. Take it, or hold it while you decide.

- 3. Close out the city car tax. After DMV has your sale report, contact the Commissioner of the Revenue's Personal Property Taxpayers division (757-385-4487, PersProp@vbgov.com). That office updates your personal property record, and the tax is prorated under City Ordinance 35-6.1. If a refund is due, the City Treasurer says the refund process takes about four weeks.
Where we pick up around Virginia Beach
Pickup is at your place anywhere in Virginia Beach, from the Oceanfront (23451) and Great Neck to Kempsville (23464) and south to Sandbridge. JEB Little Creek-Fort Story runs over the city line into Norfolk, and the same pickup reaches Norfolk, Chesapeake, Portsmouth, Suffolk, Hampton and Newport News.
City Hall, in person. The city's DMV Select is in Building 1 at 2401 Courthouse Drive. It takes walk-ins weekdays 8 a.m. to 4:30 p.m. for vehicle-related transactions, but it does not issue driver's licenses. The Commissioner of the Revenue also keeps a drop box for documents at the end of the driveway loop in front of City Hall.
Three routes for a car on Navy orders
Naval Air Station Oceana, its Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story all sit in Virginia Beach. On orders, the car either goes with you, waits for you or gets sold, and each route has local rules.
Shipping. Overseas orders usually include shipping for one car, if the overseas installation allows it. Virginia has one vehicle processing center, the Norfolk VPC, and it's in Chesapeake, at 1215 Executive Blvd. It's open weekdays from 8 a.m. to 4 p.m., except federal holidays, and you must be signed in by 3 p.m.
Storing. Oceana and Little Creek each run MWR storage lots; their rules are in the first question further down.
Selling on base. Navy MWR's resale lot is at Naval Station Norfolk, 314 10th Ave. It costs $25 for two weeks. You sign the car up there in person, it must carry current registration and insurance, and you have to be able to move it on 24 hours' notice. Cash for your car in Virginia Beach
The city sums up its inoperable vehicle ordinance, City Code 16-40, this way: vehicles must be in operating condition, must have either a valid state license plate or a valid inspection sticker, and cannot be dismantled or wrecked. If yours no longer fits that description, it can still be sold for cash. An expired inspection sticker doesn't stop an offer, and selling a junk car has its own page.

- •Cars, light trucks and motorcycles are taxed at $4.00 per $100 of assessed value, and the assessment uses a used-car guide's January loan value (Commissioner of the Revenue)

Can I store my car at Oceana or Little Creek instead of selling it?
Oceana's MWR storage lots take personal vehicles on contracts of 6 to 12 months, paid in full up front, and a stored car must keep current tags, registration, insurance and a valid state inspection decal (757-433-2875). At Little Creek, the storage lot at 1101 Okinawa Road keeps a separate lot for deploying service members' cars; its listed hours are weekdays 8 a.m. to 4:30 p.m. (757-462-7140).
My title is lost or damaged. Which Virginia Beach office replaces it?
You can replace it online or at a DMV customer service center, where DMV asks for your registration card and your driver's license or ID. Virginia Beach has two centers: Buckner, at 3551 Buckner Blvd., and Hilltop, at 1712 Donna Drive. Both are open weekdays 8 a.m. to 5 p.m. and Saturdays 8 a.m. to noon, and you can book an appointment, reserve a spot or walk in.
I'm deploying and leaving a car at home. Where can I check flooding in the city?
Checked in September 2026: the city's flood monitoring page maps the water-level, rainfall and groundwater sensors the city runs with its partners. If I trade the car in at a dealer instead, does the city find out?
Not always. The Commissioner of the Revenue says most dealers don't notify DMV of the sale and that reporting the disposal date is the owner's job, so the car-tax step further down applies to a trade-in too.
