Section 46.2-1181 of the Virginia code sets different caps for different programmes. For vehicles subject to basic emissions inspections the cost limitation on repairs, including parts and labour but excluding warranty-covered work, is $175 for pre-1980 model vehicles and $200 for 1980 and newer. For vehicles under the enhanced programme the base amount is $450, annually adjusted by the Consumer Price Index from its base year.

What counts, and what disqualifies you

The enhanced programme is the Northern Virginia one, which is where most of the state’s testing happens. The statute also allows the Board to phase in waiver amounts, so the operative enhanced figure moves with the index rather than sitting at the base. Warranty-covered repairs are excluded from the calculation by the statute itself.
