Sell your car in McAllen: flood-hit, worn out or still running
A McAllen car sale skips a step most big Texas cities keep: Hidalgo County runs no emissions test, and ordinary cars stopped needing a safety inspection on January 1, 2025. What's left is the title at the county tax office, the city's street rules, the 365 Tollway and any flood history, each covered below.

Where McAllen title transfers are filed
- 01McAllen has a county substation. Hidalgo County's motor vehicle department lists one at 300 East Hackberry Ave., Suite 3, open 8 a.m. to 4:30 p.m., (956) 292-7008. The main office is in Edinburg at 2804 S. Business Hwy 281 (Hidalgo County).
- 02The grocery counters only renew. The H-E-B stores and bank branches on the county's list are plate renewal stations (renewals only). For the transfer itself, use a county office or the county's participating full-service contractor, which has a McAllen office at 101 N. McColl, Suite 10 (titles and renewals).
- 03Go along, even with 30 working days on the clock. The county gives a buyer 30 working days, weekends and holidays not counted, to file the transfer before penalties (county FAQ). The TxDMV still tells sellers to go with the buyer to the county tax office, because a transfer that never gets filed can leave you answering for the buyer's tickets and toll violations.
- 04Your part of the paperwork. Sign the title and the seller's section of Form 130-U, take the plates off (they stay with you, as our Texas selling guide explains), and file Form VTR-346 inside 30 days.
Going with the instant offer? After checking the car at pickup, the driver completes the title transfer paperwork; pulling the plates and filing the transfer notice remain yours.
Where we pick up around McAllen
Anywhere in Hidalgo County, McAllen or beyond, the car is collected at no cost: from a home, a workplace lot or a repair shop. If the car won't start or sits behind a locked gate, put that in the description.
Used the 365 Tollway? HCRMA calls it the only active toll road in Hidalgo County: 12.2 miles between the Pharr and Anzalduas international bridges, at $0.20 a mile per axle, collected through a FUEGO, TxTag, EZ TAG or K-TAG account or by Pay By Mail (HCRMA tolling). Remove the sold car from your tag account, and file the VTR-346 so the buyer's toll violations are not yours to answer for.
A dead car in a McAllen driveway
In McAllen the line is 72 hours without running on public property or 30 days on private land. Past that, or once a car is wrecked, dismantled or discarded, city code treats it as a junked vehicle (§ 46-96), and if it is in view of a public place it is a public nuisance, punishable by a fine as high as $200, plus a court order to remove it (§ 46-97).
Here enforcement runs through the chief of police. The notice gives the registered owner and any lienholder 10 days to get the car gone or to ask for a hearing before a municipal judge (§ 46-98, § 46-100). Moving the car to another address in the city after the case has started does not end it, if the car is still a nuisance where it lands (§ 46-104).
A car the city removes can't legally be rebuilt or made operable, and it goes to a scrap yard or to a demolisher who bid on it (§ 46-106). Selling it first keeps the decision yours: the offer covers cars that don't run, the tow costs nothing, and sell my junk car sets out how that sale goes. Not sure a repair is worth it? Fix it or junk it does the math.
After the March 2025 storms
Hidalgo County was one of four South Texas counties approved for federal disaster assistance after the severe storms and flooding of March 2025 (Texas Division of Emergency Management). If your car took water then or in a later storm, put it in the description, because buyers here are told what to look for.
The Hidalgo County Tax Office's flood checklist for car buyers covers wet or replaced carpet, rust on seat screws, water stains on upholstery and seat belts, mud in the engine bay or under the dash, moisture in the lights, mold or a musty smell, and the title history (Hidalgo County).
A flood car is worth less to every kind of buyer. Our flood-damaged car guide covers what water does to the title and the price, and selling a totaled car picks up where an insurance payout leaves off.
When the buyer is taking it to Mexico
A buyer who plans to keep the car in Mexico is exporting it, and the paperwork you hand over is what Customs checks. CBP calls the certificate of title the core requirement, whatever the car's value, condition or running order. At a land crossing the export documents go to CBP no less than 72 hours before the crossing, and the car is presented at the port when it leaves (CBP).
Two things follow for you. A car under a loan or lease needs the lender's written permission to export, signed and on company letterhead, so settle the loan before the sale; selling with a loan still on the car shows how. And file the VTR-346 as soon as the car is gone: if no Texas title application is ever filed in the buyer's name, the transfer notice is what updates the TxDMV's record to show the car as sold (TxDMV).
It doesn't work the other way. A car on Mexican plates that a nonresident brought in for personal use, and that does not meet U.S. safety and emission standards, may not be sold in the U.S. and has to be exported within a year (CBP). A Texas title for a foreign car comes only after it is properly imported and inspected, under the TxDMV rules for vehicles bought abroad.
Asked by McAllen sellers
Does a car need an inspection before I sell it in McAllen?
Not an ordinary car. Hidalgo County isn't among the counties on TCEQ's emissions list, and the TxDMV stopped requiring a safety inspection for non-commercial vehicles on January 1, 2025, so the buyer won't need one to register it here either. What remains is a $7.50 inspection replacement fee, collected when the car is registered (TxDMV).
My registration has expired. Can I still sell the car?
Yes. An expired sticker limits driving the car, and the buyer applies for registration in their own name. Hidalgo County's FAQ says a car may be driven for five days after the registration expires without a penalty; after that, a ticket brings a penalty of 20% of the registration fee (Hidalgo County). The county also refuses registrations and renewals to residents flagged in its Scofflaw Program for fines overdue by more than 90 days (Scofflaw Program).
Where can I get a replacement title near McAllen?
The TxDMV Regional Service Center at 600 West Expressway 83 in Pharr serves Hidalgo County, (956) 784-6700. Like the other regional service centers it keeps an 8-to-5 weekday schedule, and its appointment calendar covers the current day and the next two (TxDMV). Ask for a certified copy with Form VTR-34.
Can a car sitting in a McAllen impound lot still be sold?
Yes, once it is released. The city releases an impounded car only to the registered owner or someone the owner authorizes, carrying a valid driver's license, after the towing costs, a $50 city administrative fee and any traffic fines are paid (§ 102-247). Move quickly: a car not claimed within 30 days after the impound notice is mailed can be sold by the storage facility (§ 102-246). Three or more unanswered parking citations are enough for the city to tow a car without notice (§ 102-244).
Will a private buyer pay more than the instant offer for my truck?
If it runs well and the title is clean, usually. A private sale tends to bring the most money, and a trade-in at a dealer cuts the sales tax on the vehicle you buy, since Texas figures its 6.25% on what is left of the price once the trade-in allowance is deducted (Texas Comptroller). The cost is time, strangers coming to look, and a buyer running the county's flood checklist on it. For a truck that doesn't run, took water or needs work you won't pay for, take the free offer and set it beside the other two.

McAllen's street clock: 48 hours
- •48 hours on any street, alley or public way is the most the code allows any parked vehicle (§ 102-228).
- •No for-sale display. A city street can't serve as a sales lot: parking a car there chiefly to advertise it is banned, and a car can't be washed, greased, dismantled or repaired there short of an emergency (§ 102-227).
- •72 hours of notice must be posted on a junked, abandoned or mechanically unsafe car before the city tows it for that reason (§ 102-245).
- •$15 is the fine you can pay without going to court for most parking tickets, such as blocking a driveway or parking within 15 feet of a hydrant (§ 102-243).
