The number

There is no figure you can reach in Texas to make a failing car registrable. The closest thing is the Individual Vehicle Waiver, which is a petition to the Director of the Department of Public Safety in which you must demonstrate that you have taken every reasonable measure to comply and that a waiver would have minimal impact on air quality. It is discretionary, not arithmetic.

What counts, and what disqualifies you

The other three routes are narrower and more concrete. A Low Mileage Waiver applies if you drive under 5,000 miles a year, have failed both the initial test and the free retest, and have incurred $100 of emissions-related repairs. A Low Income Time Extension grants a year to motorists below the national poverty level, available every other testing cycle. And a Parts Availability Time Extension covers cars waiting on parts that cannot be got.
