Two-state paperwork

Three steps that hold up on either side of the line

  1. Sign the Idaho title over exactly as your name appears on it, with the odometer disclosure for vehicles newer than 2010 — the same signature works whether your buyer lives in Hayden or across the line in Spokane.
  2. Write two copies of a bill of sale and keep one. An Idaho buyer pays 6% tax on that price at the Kootenai County assessor; a Washington buyer settles up with their own state when they title it — either way, the tax is never your bill.
  3. File ITD 3858, the Release of Liability, with the Idaho Transportation Department within 5 days of the handoff ($3.50). Idaho Code 49-526 requires it, and it matters double here: once the car crosses into Washington, that filing is your proof of exactly when it stopped being yours. Plates stay in your garage.
