How to fill out New Mexico MVD-10009

New Mexico's official bill of sale, and more conditional than most states': the division's instructions say it is needed when the certificate's own assignment is incomplete - missing the price, the odometer statement or a required signature - or when every assignment and dealer reassignment on the back of the title has been used up. It carries the same federal odometer certification as the title, a warranty that the vehicle is free of liens, and a masthead warning in its own capitals: ANY ALTERATIONS OR ERASURES WILL VOID THIS DOCUMENT!

Written against MVD-10009 (Rev 05/13), issued under NMSA 1978 §§66-3-10 and 66-3-101; 49 CFR 580.5. The bold capitals across the middle of the sheet - SELLER MUST REMOVE PLATE BEFORE TRANSFERRING OWNERSHIP OF THIS VEHICLE - are not decoration. The plate is yours, its removal is your legal responsibility, and the thirty-day clock on reassigning or cancelling it starts at this signature.

Watch out: This number will be read against the certificate, the application and the N.A.D.A. computation. Exact means the figure money actually moved for - a trade or work-in-kind belongs in it too.

Year, make, model, body type, VIN and the plate number, copied from the certificate.
Watch out: The vessel length, beam and transom boxes are for boats - on a car, leave them empty rather than striking them through, because strike-throughs on this document void it.

Watch out: This is the same federal statement the title's assignment carries. If the title's own block was completed properly, the division only needs it once - this form exists for when it was not.

Watch out: Date both lines the same day. A certification the buyer signs a week later, at a counter, is a document with a built-in discrepancy.

Your name and address under SELLER'S NAME(S) IF PRIVATE SALE. The dealership and lienholder blocks above it belong to other kinds of sale.
Watch out: Writing anything on the dealership rule tells the division a licensed dealer handled this transaction. In a driveway sale it stays blank.

First seller signs and dates; a co-owner signs the second rule if the title joins your names with 'and'.
Watch out: Read the sentence first: it warrants the vehicle free of liens. If a paid-off lender still shows on the certificate, get the release before you sign the warranty.

Name and full address, beside the printed warning about the statutory fee for applying later than 30 days.
Watch out: The address given here should be the one the buyer will register at - the division requires a bona fide New Mexico residence address, and mismatches surface at the counter.

Remove the plate before the vehicle changes hands - the form's own instruction, printed across the middle of the sheet.
Watch out: Thirty days to reassign it to a same-class vehicle or return it for cancellation. An out-of-state plate on the car should come off too; the instructions suggest handing it to an MVD office for disposal or returning it to its state.

First Seller's Signature and Date, Second Seller's Signature (if Joint Ownership) and Date	Two signature rules, because a title reading 'and' between two owners needs both of them here too.
BUYER'S NAME(S), Address, City, State, Zip Code	The buyer's block, beside a printed reminder that there is an additional statutory fee for failure by purchaser to apply for transfer within 30 days.

What gets this one rejected

•Any alteration or erasure. The masthead states the consequence in its own words - the document is void - so a slip means a fresh sheet, not a correction.
•Filed instead of the certificate. The bill of sale supplements an assignment that ran short; the division will not issue a title on the strength of a bill of sale alone, except with both parties present and identified.
•The odometer block skipped because the title already carries one. Fine - but then the price and signatures on the certificate must be complete, or this form is needed precisely to carry that certification.
•One seller signature where the title reads 'and'. The second rule exists because joint ownership signs jointly, here as on the certificate.
•The conveyance signed while a lender is still on the title. The sentence above the signature warrants the vehicle free of any liens or encumbrances - with an unreleased lien printed on the certificate, that warranty is false the moment it is signed.
•A rounded or 'friendly' figure in Exact Sale Amount. The tax computation cross-checks the declared price against the N.A.D.A. book floor, and a mismatch with the application's sale price is a discrepancy across documents.

Rules that decide whether it is accepted

•Its instructions are the plate rule's plainest statement. Page two walks the plate-to-owner procedure through in full: plates are assigned to the owner rather than the vehicle, the seller removes the plate before delivery, and has thirty days to register it to another same-class vehicle or return it for cancellation.
•It names the certificate. The instructions identify New Mexico's title as form MVD-10030 - the only place in the public paperwork the certificate's own form number appears.
