Street cases go to APD's Abandoned Vehicle Unit and private-property cases to the city's Zoning Enforcement, and ordinance 8-5-2-9 covers an inoperable vehicle on private property. The New Mexico MVD requires an emissions test for most cars registered or commuting in Bernalillo County, every two years and at change of ownership (NM MVD). The city's Air Care brochure says the new owner needs a passing certificate under 90 days old to register the car.

Check your car's last result through the MVD's online services. If it failed in the last 90 days, the Vehicle Pollution Management Division gives one free retest at 1500 Broadway NE (City of Albuquerque).

A New Mexico MVD field office, the state's version of a DMV. Albuquerque has four state-run offices: Eagle Vista at 9651 Eagle Ranch Rd. NW, Montgomery Plaza at 4575 San Mateo NE, Rio Bravo at 3211 Coors Blvd. SW and Sandia Vista at 11500 Menaul NE, and Los Lunas has its own. The MVD says most offices need an appointment, and it also publishes a list of MVD Partner offices (NM MVD locations).

How does a buyer without base access get onto Kirtland to see my car?

With a visitor pass from the Visitor Center at the Truman Gate, which is open 24 hours (505-846-7509). You sponsor the visit by calling the Truman Gate entry controller with the visitor's last six Social Security digits and date of birth. Your buyer has to show a valid driver's license, proof of insurance and current vehicle registration (MilitaryINSTALLATIONS).
