It can be. The Assessor's Office says each July's bill is based on what you owned on July 1 of the year before. A car you owned on that date stays on the bill, even if you sold or traded it later. Can I still pay a Martinsburg parking ticket after the car is gone?
You need the ticket or the plate number of the ticketed car. The Parking Division takes payment online, by phone at 304-660-3088, by mail, or on the third floor of 125 W. Race Street, weekdays 8 a.m. to 4 p.m.
