Albany's code gives a junk vehicle one week outdoors on private property. Chapter 359, Article VI defines one as a vehicle with no current registration plate that is wrecked, rusted, taken apart or not in condition for legal use on the road. Keeping it in the open past that week is unlawful.
Then police can serve the property owner (your landlord, if you rent) with a notice to remove the car or shelter it. Ten days after the notice, the car can be towed to the police garage and held for ten days. Unclaimed after that, it's forfeited, and the city can sell it as scrap and keep the proceeds.

The 48-hour snow emergency switch
When Albany calls a snow emergency, normal parking rules are set aside. Cars on city streets must be on the even-numbered side for the first 24 hours, then on the odd side for the next 24 (City of Albany). The city tries to give at least 12 hours' notice, and the snow hotline is 518-476-SNOW (7669). Cars left on the wrong side risk a ticket, a tow or both.
The code doesn't excuse a dead battery. It names cars that are “stalled or otherwise unable to be moved” among those police can tow during a snow emergency, at the owner's expense (§ 359-37). Moving a dead car into the driveway trades this rule for the one-week rule above, unless it keeps a current plate or goes in a garage.
Tickets, boots and the tow lot

Before I sell my car in Albany, NY, how do I find and clear old parking tickets?
Look them up online through the Parking Violations Bureau by plate, ticket number or VIN; every ticket tied to that plate comes up. Unpaid ones go to collections after six months. Once they're paid, if the car has a DMV hold, ask the bureau for the release number: 518-434-5006, email, or City Hall, 24 Eagle Street, Room 203 (PVB).
My car was towed during an Albany snow emergency. How do I find it?
Call the Albany Police non-emergency line, 518-438-4000. The city's snow removal page says that call is how you find out which tow lot has it.
I live in a permit zone and I'm buying another car. How do I get a permit for it?
Permits for the zones around the Empire State Plaza come from the City Clerk's Office in City Hall. It takes new applications weekdays from 9 a.m. to 4 p.m., and it takes cash or checks, not cards. For a newly bought car, the temporary registration stands in for the DMV registration card. The Clerk won't issue a permit while you owe Albany parking tickets. Until you have one, a car gets two hours a day in the zone in total, and moving it to another space doesn't restart the clock (City Clerk).
My street has no room for a truck to stop. Can I reserve curb space for pickup day?
The city's Emergency No Parking signs are meant for that, when off-street space isn't big enough. Call the Traffic Engineering Division at 518-434-5791 at least four business days ahead. One to three non-metered spaces cost $25, billed by mailed invoice, and the police can deny or change a request (Emergency No Parking).
