How a Phoenix blight case moves

  • 1. A letter first. After a complaint, Neighborhood Services sends a prenotification letter saying an inspection is coming soon. Inspectors can also open a case on what they see in the field.
  • 2. A date to comply. A Notice of Ordinance Violation names what the inspector saw and sets a future date to fix it. The city says well over 90 percent of cases are resolved voluntarily after these notices.
  • 3. Then court or a contractor. Past that date, the next steps can include a civil citation to Phoenix Municipal Court, a city-hired contractor to abate the violation, or a criminal charge. To reach Neighborhood Services, call 602-534-4444 or email blight@phoenix.gov.

Where we pick up around Phoenix

Phoenix lists inoperable vehicles among its eight common blight violations. The city's Neighborhood Services brochure says such a car must not be visible from beyond the property line, and that car covers, tarps, bamboo and shades do not count as screening.

So a dead car in the driveway has to run again, move out of sight or go. What Luke's rules mean for your car on a PCS

Luke's own storage lots are out. Its Outdoor Recreation office rents two, one on base behind the Base Theater and Airmen's Attic and one at 7211 N. El Mirage Rd. in Glendale, and its brochure says no POVs (personally owned vehicles) on either. The on-base lot takes motorized RVs only.

For shipping, Luke's MilitaryINSTALLATIONS page points to PCSmyPOV, and the car goes in at one of that program's vehicle processing centers. As of September 2026 it lists none in Arizona; its California centers, in Los Angeles and El Cajon, close on weekends and federal holidays.

If the car failed its emissions test

  • •As of September 2026, a waiver takes at least two failed tests in the current cycle and a low-emissions tune-up after the first. For a 1980-or-newer car, ADEQ's maximum repair cost for a waiver is $450 in Phoenix against $300 in Tucson, set higher because of metro Phoenix's air quality problem (source)
  • •Maricopa County's two waiver stations are both in Phoenix, at 4949 E. Madison St. and 10210 N. 23rd Ave., open weekdays 8 a.m. to 4:30 p.m. Bring the last failing test report and your repair receipts or estimates; a granted waiver costs $15 (source)
  • •A car gets one waiver, ever, and none at all if its catalytic converter is faulty or its emissions run more than twice the standard (source)

Does a car that just won't start count as inoperable in Phoenix?

Yes, if it can't be driven under its own power. The Neighborhood Services brochure counts that as inoperable, along with a car missing parts it needs to operate legally and safely on public streets. Either way, the visibility rule above applies.

What does a pickup on Luke Air Force Base involve?

A pass for the driver. Luke ended Trusted Traveler on Oct. 1, 2024, so every visitor 16 or older is vetted and issued a pass by Security Forces. A personal guest meets the sponsor at the Lightning Gate Visitor's Reception Center, weekdays 8 a.m. to 4 p.m. Anyone coming on for contracting or delivery is vetted at the South Gate Commercial Reception Center, weekdays 7 a.m. to 3 p.m., with paperwork such as a work order or with the sponsor there. Outside those hours, only the South Gate issues passes. Visitors can pre-enroll online through DBIDS to speed things up.

I moved to Phoenix with a car titled in another state. What would an Arizona title take here?

In the Phoenix area, ADOT's checklist for an out-of-state vehicle includes an emissions compliance form, plus the signed Title and Registration Application and the out-of-state title. ADOT takes title applications at an MVD or Third Party Office, and its Motor Vehicle Division, often called the Arizona DMV, has three offices in Phoenix: Phoenix West at 4005 N. 51st Ave., Phoenix Northwest at 20626 N. 26th Ave. and Phoenix South Mountain at 221 E. Olympic Dr. You don't need that title to get an offer. A car titled in another state gets one as it is, and our out-of-state title guide covers the signing.

Can I work on the car myself at Luke before I sell it?

Luke's Auto Hobby Shop, Bldg. 235 at 7499 N. 140th Dr., rents service bays by the hour and does oil changes if you bring the oil. It's open Tuesday through Saturday, 9 a.m. to 4:30 p.m., at 623-856-6107.
