Where will my buyer title the car in Tucson?
At an MVD office (Arizona's DMV) or an Authorized Third Party provider. Tucson's MVD offices are Tucson East at 1360 S. Stocker Dr., Tucson North at 7330 N. Shannon Rd. and Tucson Regional at 3565 S. Broadmont, and Green Valley has its own at 130 W. Duval Mine Rd. Your buyer also handles the Area B emissions test when registering, and a car that clearly won't pass can shade the price.
Which junk cars does Tucson's city code actually cover?
The city's list includes a car with one or more flat tires, missing wheels, up on blocks, wrecked, dismantled, stripped, or one that doesn't run or can't be safely operated. Looks alone don't count. In the city's own words: "We do not enforce on ugly vehicles." A faded car that runs isn't what the code is about; one sitting on a flat tire in view of the street is.
Does Pima County have a junk-car rule too?
Yes. Pima County runs its own Code Compliance program, administered by the county's Department of Environmental Quality for Development Services, and "inoperable vehicles stored on private property" is the first item on its list of common zoning violations. Tucson's rule is city code; the county program enforces Pima County's own zoning code.
Can a buyer from off base see my car on the Davis-Monthan resale lot?
Not without a sponsor. Anyone with a current DoD ID card can get on base alone; everyone else needs a sponsor and a pass from the visitors' center at the Craycroft gate, with a REAL ID driver's license, current vehicle registration and insurance. A listing on the lot's webpage costs $10 a month, on its own or added to a lot listing, so buyers off base can see the car online first.
