Another one that turns up in searches and belongs to somebody else. It is restricted to dealers, used automotive parts recyclers and metal recyclers, for a junk vehicle whose title has already been surrendered to the TxDMV.
Written against VTR-203 (Rev 05/20), issued under Texas Transportation Code 501.0918 and 683.077. If a scrapyard asks you to sign this, ask why. The form's own instructions put the licence number and the surrendered-title requirement on their side of the transaction, not yours.
Two documents, and they are not the same thing. Take the blank VTR-203 from the txdmv.gov copy so you get the revision that is current today.
