How to fill out Arkansas Buyer's notification

The window sticker Arkansas requires before a branded vehicle can even be offered. The sheet says whose duty it is in capitals: the seller is required by law to affix this buyer's notification to a side window of this motor vehicle when it is offered for sale, to furnish a description of the damage sustained, and to disclose the title brand which will appear on the title. The seller ticks SALVAGE or REBUILT, describes the damage, repairs and replaced parts - based on the sworn statement executed by the rebuilder or restorer which is on file with the Arkansas Office of Motor Vehicles - and the buyer signs an acknowledgement that they read it. Buying a used car in Arkansas, the absence of this sticker is part of what you are relying on - which is exactly why, selling a rebuilt one, its presence is not negotiable: the duty is the seller's by the sheet's own capitalised words, and the buyer's acknowledgement signature is your proof the disclosure happened.

   Watch out: Copy from the branded certificate. This sheet and that title are about to be read side by side by a cautious buyer - let them match.

   Tick the brand the title actually bears

   SALVAGE or REBUILT, exactly as the certificate's brand reads.

   Watch out: Selling mid-rebuild means SALVAGE, whatever the car looks like - the brand changes only when the reconstruction affidavit and the salvage title have gone in and the REBUILT title has come back.

   Describe damage, repairs and parts

   The six lines, drawn from the rebuilder's sworn statement on file with the Office of Motor Vehicles.

   Watch out: Keep your copy of the reconstruction affidavit for exactly this moment - condensing a document you hold beats reconstructing one you signed for two years ago.

   You fill this in

   Affix it, then sell the car

   The completed sheet on a side window while the vehicle is offered for sale, and your signature and date in the seller block.

   Watch out: Photograph the car with the sticker visible in the advertisement photos. It is disclosure, defence and filter in one - buyers it deters were leaving anyway, later and angrier.

   The buyer signs the acknowledgement

   Buyer signature and date under the printed acknowledgement that they read the form and understand the brand.

   Watch out: Staple the signed sheet to your copy of the bill of sale. Together they end the later argument this whole form exists to prevent.

What gets this one rejected

• •Producing it at the handover instead of the advertisement. The duty is to affix it to a side window when the vehicle is offered for sale - disclosure after the test drive is disclosure late.
• •A brand box that disagrees with the title. The sheet discloses the brand which will appear upon the title; ticking REBUILT while the certificate still says SALVAGE is a misdescription in writing.
• •A description written from memory. The printed text ties it to the sworn statement executed by the rebuilder or restorer on file with the Office of Motor Vehicles - the reconstruction affidavit is the source document.
• •No buyer signature. The acknowledgement block exists so the buyer cannot later claim the window sticker was never read; an unsigned one does half its job.
• •Using it as a substitute for the branded title itself. The notification discloses; the assignment on the branded certificate still transfers, with all the ordinary Arkansas signing rules.

Rules that decide whether it is accepted

• •The state will confirm what you disclose. The sheet prints its own audit line - for more information regarding this vehicle's salvage title history, call (501) 682-4677, staffed 8:00 to 4:30 on normal business days by the department. Assume the buyer dials it.
• •It rides beside the ordinary sale papers. Branded or not, the sale still runs on the assigned title and the 10-313 - this sheet adds the disclosure layer, it replaces nothing.
