How to fill out Arkansas Parts-only request

The middle road between a branded title and a cancelled one - for the vehicle too far gone to drive but too useful to crush. The applicant certifies the vehicle has been damaged to the extent that it has no value except as parts only and requests a PARTS ONLY title under Arkansas Code § 27-14-2302, surrendering the Arkansas title - or the out-of-state title bearing junk, parts only, non-repairable or a similar designation. The two acknowledgements printed into the request are the point: the vehicle will not be registered for road use in the state of Arkansas, and any subsequent Arkansas title issued for the vehicle will bear the PARTS ONLY designation. Like several DFA sheets, it may be photocopied, reprinted, computer generated, provided the information is displayed in substantially the same format.

Read the two acknowledgements twice before signing, because this is the one Arkansas title decision with no road back: DAMAGED can be rebuilt past, SALVAGE can become REBUILT, but PARTS ONLY is what every future Arkansas title for this vehicle will say, forever, by your own request.

   Watch out: If a rebuild is even arguable, price it first. The salvage-to-rebuilt lane keeps the vehicle registrable; this one closes that door permanently.

   Watch out: For an out-of-state junk or non-repairable title, this is the conversion moment - Arkansas reads those designations as equivalents and issues its own PARTS ONLY certificate.

   Watch out: Your signature adopts both acknowledgements - no road registration, and PARTS ONLY on every future title. Sign it meaning both.

   The request and the surrendered certificate go to the department together, and a PARTS ONLY title comes back.

   Watch out: That branded certificate is now the donor car's sale document - assign it like any title when the parts hunter with a trailer turns up.

What gets this one rejected

• •Arriving without the title. The instruction requires this form and the Arkansas title for the vehicle - or the branded out-of-state title - because the request replaces one certificate with another.
• •Hoping to undo it later. The printed acknowledgement is that any subsequent Arkansas title will bear the PARTS ONLY designation - unlike a salvage brand, there is no rebuilt route out.
• •Registering it anyway. The reconstruction affidavit's reverse states the bar in terms: vehicles with a Parts Only or similar document shall not be registered for use on the streets and highways.
• •Confusing it with dismantling. The dismantle notice cancels the title record outright; this request keeps a certificate alive, permanently branded - a parts donor with paperwork rather than a hulk with none.
• •Requesting it on someone else's vehicle. The certification is the owner's to make, and the surrendered title has to be yours to surrender.

Rules that decide whether it is accepted

• •It is how a parts car sells cleanly. A PARTS ONLY certificate is assignable like any other, so the donor car changes hands with a real ownership document - which is precisely what an out-of-state junk designation arriving in Arkansas converts to.
• •No value except as parts is the test. A vehicle that could economically be rebuilt belongs in the salvage-and-reconstruction lane instead, where a REBUILT title keeps the road open.
