Rock Hill has a rule for a car that sits. On private property it has to run and carry a current tag and registration, and one you are restoring must be kept in a building such as a garage. The city counts a car as inoperable or unregistered if it is wrecked, dismantled, won't run or has no current tag (City of Rock Hill).
Neighborhood Inspections enforces it. An environmental inspector gives the owner or tenant 15 days to fix it, then 10 more, then leaves a notice on the car that it can be towed or fined. Next comes a summons to Environmental Court, usually held on the third Wednesday of the month at 10 a.m. at 120 East Black Street. Fines can reach $250 a day, each day a separate offense, though the city says it would rather tow the car at your request than fine you.

I sold my car. Which York County office do I tell?
The Auditor's Office. It changes a vehicle tax bill when a car is sold or a tag moves to another car, and it takes vehicle tax refund requests (York County). Don't start with the Assessor: that office doesn't assess cars and sends vehicle questions to the Auditor (York County Assessor).
My car has high miles and the tax bill came before I could sell. Can it be lowered?
Maybe. York County checks mileage against the Department of Revenue's high-mileage chart. Send the Auditor's Office its odometer statement on or before the due date on that bill; after that date, the county says, you lose the right to appeal. Don't use the envelope that came with the bill. It goes to the Treasurer, and the Auditor may never see it (York County Auditor).
I live in Indian Land. Who refunds my car tax after the sale?
Lancaster County's Auditor, at 101 N. Main Street in Lancaster (803-285-7424), not York County. It asks for a copy of either the bill of sale or both sides of the title you signed over, plus the original Form 5051 the SCDMV gives you when you turn in the plate. If the tag has expired, or comes up for renewal that same month, there is no refund (Lancaster County Auditor).
