Code Compliance notice

If a Norman code notice lands on your car

  • Check the date. For an inoperable vehicle, the city must allow at least 10 days from the date of notification before it re-inspects. Notice comes by certificate of mailing and a posting on the property or the car (Code Compliance).
  • Call if you need more time. Each notice lists the inspector's direct line and email, and the city says its team will work with anyone who talks to them about time to finish. The main line is 405-366-5332.
  • Know what re-inspection means. If the car has been fixed or removed by then, the file is closed. If not, the car can be impounded, charges can be filed in municipal court, or both.
Local pickup

Where we pick up around Norman

Every Norman address is covered, the OU campus (73019) included. Coverage follows I-35 from Moore down through Goldsby to Purcell, and the section-line roads out to Newcastle, Blanchard, Noble, Lexington and Slaughterville. A Moore address and a campus address get the same treatment, and a farm driveway outside Lexington is no harder for us to reach than a street near Campus Corner. Campus-area pickups work around class schedules.

Yard parking counts too. Norman treats a vehicle parked in a yard on anything other than asphalt or concrete as a violation (gravel driveways in place before 1967 are the exception), and the warning can be a 24-hour notice on the car (Code Compliance).

Dead, wrecked or out of tag

Cash for your car in Norman

Norman's code has its own test for a car that sits. Under Section 16-302, a vehicle is "nonoperating" if it can't be driven or doesn't have an unexpired license plate on it, so a car that starts fine but has an expired tag can count. Leaving a nonoperating, wrecked or junked car on private property, a city street or a public easement makes it a public nuisance. That reaches your own driveway. The code exempts cars kept in enclosed buildings.

Storm-damaged or simply dead, junk cars in Norman go through the same instant offer as any other, and the truck picks the car up where it is parked. Our junk car page explains how that works, and if your insurer totaled the car and you kept it, read selling a totaled car.

If a storm did the damage, selling a hail- or storm-damaged car explains what a buyer checks and whether to repair first. When the car is simply dead, from a blown engine or a transmission that slips or won't go into reverse, see selling a car with engine problems or selling a car with a bad transmission.

Leaving OU

Selling the car you park on campus

On campus, your plate is your permit. OU Parking Services reads license plates against a virtual permit on your account, and it holds you responsible for the plate and vehicle details you enter there (OU Parking). When the car goes, update the account. A permit can carry up to three vehicles, but only one of them may be parked on campus at a time. A replacement on a paper temporary plate has to be registered with the last eight digits of its VIN and linked to your permit. Parking Services is at 1332 Jenkins Ave., open 8 a.m. to 5 p.m. on weekdays.

Pickup can be scheduled around the day you actually leave, so you can keep driving the car until you stop needing it.

Norman questions

Asked by Norman sellers

Does Norman PD have a spot for meeting a buyer?

Its Safe Exchange Zone is in the public lot at 201 W. Gray St., in marked spaces on the west side of the police building. It is open 24 hours a day, seven days a week, well lit and under video surveillance, but no officer is present for the exchange itself (Norman PD).

Where do I handle title and tag work in Norman?

Licensed operators handle it; that is Service Oklahoma's term for the offices it used to call tag agents (Service Oklahoma). Service Oklahoma's own Norman office, a licensing and exam office, moved to 718 N. Porter on Oct. 23, 2025. When it announced the move, it pointed Norman customers to three licensed operators in town for motor vehicle services (the notice lists them). To check that a location does title work, look it up on Service Oklahoma's Locations page.

Can old parking tickets get my car towed in Norman?

They can. Under Section 32-601, police can impound a car left parked on public property when it, or the plate on it, has three or more unpaid, delinquent parking violations. Tickets are settled through Municipal Court at 201 W. Gray, Bldg. B, (405) 366-5325, weekdays 8 a.m. to 5 p.m. (City of Norman). Police tows go to contractor yards that the code keeps inside city limits, between west 72nd Avenue and east 84th Avenue (Section 32-605).

How do I get around Norman after I sell my car?

The city's five local bus routes run six days a week and charge no fare. The weekday Norman Express (route 024) to Oklahoma City is $3.00 cash per adult trip (City of Norman). Evenings and Sundays, a Norman On-Demand ride costs $3.00 for the first passenger, and OU students ride free on SafeRide from 10 p.m. to 3 a.m., Thursday through Saturday (Norman On-Demand).

What you sign, and whether your plate stays on the car, are answered in our Oklahoma selling guide.
