Getting your Cumberland County vehicle tax back
- Turn the plate in off post. NCDMV lists its office in Fort Bragg's Soldier Support Center as a driver license office, not a license plate agency. Two license plate agencies nearby are at the Eutaw Village Shopping Center, 815 Elm Street (weekdays 9 a.m. to 4 p.m.), and the Hope Mills Shopping Plaza, 3333 North Main Street.
- Take two papers to the county. At Cumberland County Tax Administration, 117 Dick Street, Room 530, you can apply for a refund of vehicle tax on a sold car by bringing the plate surrender form (DMV Form FS20) and a copy of the bill of sale.
- Moving the plate to another car? No refund. The car that takes the plate isn't taxed until the registration renews.
Where we pick up around Fayetteville
Pickup covers Fayetteville, Fort Bragg (28310), Hope Mills (28348) and Spring Lake (28390), and reaches out to Eastover, Stedman, Raeford, Parkton and Dunn.
Visitor passes at Fort Bragg: anyone without a DoD ID is security-checked before getting a pass, either online or at the All American Visitor Control Center, Building H-1575 outside Access Control Point 5 (open 5 a.m. to 9 p.m. daily). We work around post access and coordinate an on-post pickup with you, or collect the car at your off-post home.
The Soldier Support Center or the Resale Lot
For an overseas move, your orders authorize shipping the car or storing it, not both, and only one vehicle per family ships. A shipped car goes to a vehicle processing center; a stored one goes to a commercial facility or a processing center. On post, the Personal Property Processing Office, on the first floor of the Soldier Support Center at 4-2843 Normandy Drive, coordinates both.
If you would rather sell it yourself, the post has the Resale Lot at the corner of Souter Place and R. Miller Street, run by the Auto Skills Center. Owners park the car there and sell it themselves. It is open to DoD ID cardholders and their families. Cars listed there need current registration and insurance, plus proof that you own them.
With us, the offer comes first and the pickup second. With the title in hand, going from offer to pickup and payment takes days. Unsure which papers you need? We help you sort that out. Still deciding? Read how to sell a car before you PCS.
Cash for your car in Fayetteville
Inside city limits, Fayetteville's code calls a car with no current plate a "junked motor vehicle" if it is wrecked or partly dismantled, can't run or move the way it was built to, or is over five years old and looks worth under $100. The city's enforcement officer can order such a car removed. On post, a car the Auto Skills Center is holding that goes unclaimed for 45 days is treated as abandoned and disposed of through the NCDMV process. Before it gets that far, our junk car page covers selling a wrecked, old or dead car for cash.
For a transmission that slips or won't go into reverse, see selling a car with a bad transmission; for an engine that blew or overheated, selling a car with a blown engine sets the repair cost against what the car is worth running. If the insurer totals a car you still owe on, selling a totaled car with a loan on it explains where the lender fits in and what GAP coverage is for.
What the post charges to park, tow or hold a car
- •A space on the Resale Lot for a car, truck or motorcycle: $35 a month (Fort Bragg MWR)
- •A regular tow on post: $125; daily storage at Auto Skills: $35 (Fort Bragg MWR)
- •Admin fee on an abandoned vehicle: $150 (September 2026 prices, subject to change) (Fort Bragg MWR)
Asked by Fayetteville sellers
My car has a loan. Can I still ship it overseas from Fort Bragg, or sell it?
To ship a financed car, the Army requires a letter from the lender, on its letterhead, approving the car's export. To sell it, we handle the lienholder payoff as part of the sale: the lender gets paid, you get the difference, and the title transfers once the lien releases. Get a current payoff quote early.
If I keep the car and register it in my next state, can I get Cumberland County's vehicle tax back?
You can apply for a refund of the tax you paid once the car is registered out of state and its North Carolina plate is turned in at a license plate agency. Bring proof of the plate surrender and the new state's registration, in place of a bill of sale, to the county tax office listed in the steps below.
A renewal notice came for a car I already sold. Do I pay it?
Not if the plate is turned in. Cumberland County's tax office says you may ignore the notice in that case. If you moved the plate to another car, a license plate agency can bill you for that car instead.
Can I meet a buyer at a Fayetteville police station?
Yes. Fayetteville police offer their lobby and parking lots as a courtesy for face-to-face sales at the main station, 467 Hay Street, and at the substations at 3811 Sycamore Dairy Road and 6147 Raeford Road. In a May 2025 notice they said they had investigated sales paid with counterfeit money, so check any bills for a watermark and security strip.
Cumberland County handles the vehicle tax; the title itself goes through NCDMV, and our North Carolina page covers signing it and replacing a lost one.
