My car is wrecked and the renewal notice just came. Does Mecklenburg tax it at its old value?

It can come down, but only if you ask. Within 30 days of the due date on the notice, send the Assessor's Office a repair receipt or a recent estimate from a dealer or body shop, or a copy of a salvage title (Mecklenburg County). To sell it as is, see selling a damaged car.

I'm moving the plate to my next car. Does Mecklenburg still refund the tax?

No. The refund, for the full months left in the car's tax year, comes only when the plate is surrendered. NCDMV gives you a dated FS-20 receipt when you turn it in; send that and a bill of sale within one year of the date on the FS-20 (Mecklenburg County).

Does selling before a move to Fort Mill or Rock Hill change the Mecklenburg refund?

No, either way works once the plate is surrendered. Fort Mill and Rock Hill are in York County, South Carolina (York County). If you register the car there instead of selling it, Mecklenburg takes your out-of-state registration card in place of a bill of sale, along with the FS-20 (Mecklenburg County).
