When is the Hagerstown MVA branch open, and what does it handle?

The Maryland MVA, often called the Maryland DMV, lists the branch's hours as 8:30 a.m. to 4:30 p.m. on weekdays and 8 a.m. to noon on Saturdays, and it stays open until 6:30 p.m. on the first Thursday of each month. Its services include vehicle registration and titling and driver licensing, and you can book an appointment online.

Do the city's parked-car rules apply in Halfway or Williamsport?

Not as city rules. The city's Land Management Code says it applies to properties "within the Corporate Limits of the City of Hagerstown," and the property code is city code too. The Census Bureau lists Halfway as a census-designated place, not a town, and Williamsport is an incorporated town with its own government. For a car parked in either, ask the town hall or Washington County what applies.

What if the MVA flagged my registration over Hagerstown parking tickets?

The city says to pay all outstanding parking fines, including any boot fee, and it then sends the MVA a release form. The Customer Service Center takes payment through walk-in service, a drive-thru and a drop box, and tickets can also be paid online.

Can I strip parts off the car in my Hagerstown driveway before I sell it?

The property code says no vehicle may be "in a state of major disassembly, disrepair, or in the process of being stripped or dismantled," and painting a car is allowed only in an approved spray booth. Major overhaul, body work included, is allowed when it's done inside a structure.
