Before you decide what happens to the car
- Ask the transportation office what your orders cover. At Carlisle Barracks that's the Installation Transportation Officer in the Logistics Readiness Center, Building 46, open weekdays 7:30 a.m. to 4 p.m. (Carlisle Barracks).
- Overseas orders generally cover one car. The government may pay to ship one car to your new duty station or store one during the tour. Some countries don't allow cars in at all, and then storage is at government or personal expense (Military OneSource).
- Stateside, the car is yours to move. Within the lower 48 you usually drive it or pay to ship it yourself, and the government pays a mileage allowance for the drive. If one car isn't worth driving or shipping, selling it here is the other option.

Where is PennDOT's own title counter in Harrisburg?
At the Riverfront Office Center, 1101 South Front Street. PennDOT, which many people call the PA DMV, lists that counter and authorized agents as the two ways to get a vehicle title, and the counter takes checks, money orders and cash. For your signature as the seller, the usual stop is an authorized PennDOT agent, a notary or tag service, and there are agents on either shore of the river.
Is there a police-watched spot near Harrisburg to meet a private buyer?
Yes. Swatara Township police keep a large, green-painted Safe Exchange Zone in the township building's front lot, covered by 24/7 video, and officers check on it regularly, especially at peak exchange hours. Middletown Borough police posted two spaces in their lot by the East Emaus Street entrance, and Hampden Township police, by Mechanicsburg, set aside two spaces at the front of their building. A pickup at your own address skips the meeting.
How do I find out when my street gets swept?

Could my E-ZPass be charged after the car is gone?
Yes, if the transponder leaves with the car, since tolls come out of your account whenever it's read. Take it out of the car before pickup. The PA Turnpike says the security of transponders is the responsibility of the account holder. Then remove the car from your account; the PA Toll Pay app can do that. The Turnpike's customer service center is at 300 East Park Drive in Harrisburg, and its E-ZPass line is 877-736-6727.
