Where do I replace a lost title in Toledo?
Lucas County's Clerk of Courts has four title offices: 3606 W. Sylvania Ave. and 4456 Heatherdowns Blvd. in Toledo, 4900 N. McCord Rd. in Sylvania and 3034 Navarre Ave. in Oregon. Hours are 8:30 a.m. to 4:30 p.m., Monday through Friday, with all four closed on weekends (Lucas County). The county asks you to fill in the whole application, especially the year, make, model and serial number (forms page). Plates and 30-day tags are a separate stop, at a BMV deputy registrar.
I want to sell my car in Toledo, but I have unpaid parking tickets. Does that matter?
It matters for your next car. Three unpaid Toledo tickets, or one for parking in a handicap space, put a D.E.T.E.R. block on your plate number, and until it's lifted you can't register any vehicle in your name. The BMV won't take the payment. Toledo's Parking Violations Bureau does, online or by appointment at 227 N. Saint Clair St. Paid online or by check, the release takes 10 business days; cash or card at the office, with ID, clears it right away (Toledo Parking Violations Bureau).
Can I sell my junk car in Toledo before a city inspector gets to it?

Your part happens in Ohio, on the Ohio title. The rest is the buyer's: they have 15 days from the sale to transfer the title at a Michigan Secretary of State office, or pay a $15 late fee. Michigan taxes the sale at 6% of the price or the car's fair market value, whichever is greater, so a lower price on the title doesn't lower their tax (Michigan Secretary of State). Keep your dated copies until their title goes through.
