Effective 1 January 2026 the minimum expenditure toward emissions-related repairs rose from $1,146 to $1,176. Applications submitted on or after that date must meet the higher figure, and Illinois Air Team states it directly on its Repair Waiver page.
The administrative code’s $450 is the un-adjusted federal enhanced-programme floor, written when the rule was adopted and never rewritten as the annual CPI adjustment carried the real number upward. Both documents are live; only one of them is what the counter will ask for. Fees or expenses for a repair technician’s diagnostic time are treated separately from the parts and labour that count. Testing itself covers the Chicago metropolitan area and the Metro East area near St. Louis rather than the whole state, so a great many Illinois drivers never meet this at all. If your registration address sits outside those areas there is no test, and therefore nothing to be waived — worth confirming before you spend anything chasing a threshold that may not apply to you.

Whichever figure you were planning around, take it from the programme rather than the code — in Illinois that difference is over seven hundred dollars, and it is the counter that decides. Selling a car that failed emissions in Illinois is an ordinary private sale.
