Replacing a lost car title in Delaware
Delaware’s $50 replacement is on the dearer side, and its paperwork demands more identification than most.
What Delaware charges
The replacement title fee is $50. $50.00 on Form MV213. All owners must sign with driver license numbers; mail requests need a copy of the owner's license showing the signature, and any lienholder must sign off or provide a release. Notarization only if a power of attorney signs.

The part that catches people out
Form MV213 wants every owner’s signature and their driver licence numbers, and a posted application has to include a copy of the owner’s licence showing that signature. Notarisation is only required where a power of attorney is signing rather than the owner. Read together, these rules are Delaware guarding against someone requesting a title on a car they do not own — which is exactly the fraud a duplicate makes possible.

A lienholder on record must sign off or provide a release. There is no route around it, and on a jointly owned car every name on the face of the title has to sign, not just the one handling the paperwork.
