This state does not bill lapsed years.
Texas does NOT stack. Transportation Code 502.045 says a delinquent applicant 'shall register the vehicle for a 12-month period' - one period, at the ordinary fee. There is no back-registration fee for the two intervening years, no percentage penalty and no flat delinquent fee. A three-year lapse costs exactly what a one-day lapse costs: one year's registration. The only money lateness can add is a 20% surcharge under 502.045(d), and only for someone who was actually cited for operating unregistered, plus the traffic fine itself (up to $200 under 502.471, dismissible for a reimbursement fee of not more than $20 if the registration is cured within 20 working days). This is the opposite end of the range from California.
An applicant for registration who is delinquent and has not provided evidence acceptable to establish good reason for delinquent registration but who complies with the other requirements for registration under this chapter shall register the vehicle for a 12-month period without changing the initial month of registration.
Nothing carries forward, so there is no unpaid registration balance to follow the vehicle to a buyer. A Texas buyer of a car three years lapsed simply registers it for a new 12-month period at the ordinary fee. This is the practical answer a seller needs: an expired Texas registration is not a lien-like liability on the car.
Not applicable in the way California and Florida need it. Texas has no non-operation affidavit and needs none, because unregistered years generate no charge in the first place - 502.040(a)(1) ties the duty to register to 'each registration year in which the vehicle is used or to be used on a public highway.' A car sitting in a garage for three years accrues nothing. The nearest analogue is Transportation Code 502.090, which suspends the registration requirement for certain vehicles owned by military personnel.
