This state does not bill lapsed years.
Illinois does NOT stack. A registration more than one month past expiry attracts a single $20 delinquent registration renewal fee under 625 ILCS 5/3-821.2, imposed once, not once per lapsed year - the statute keys it to whether the application arrives 'more than one month after the expiration of the most recent period during which the vehicle was registered', a yes/no test that a one-month lapse and a three-year lapse answer identically. There is no back-registration charge for the intervening years. A car three years lapsed is made legal by buying one current sticker: $151 for a passenger plate, plus the $20 delinquent fee. Total $171.
For registration renewal periods beginning on or after January 1, 2005, the Secretary of State may impose a delinquent registration renewal fee of $20 for the registration renewal of all passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds if the application for registration renewal is received by the Secretary more than one month after the expiration of the most recent period during which the vehicle was registered. If a delinquent registration renewal fee is imposed, the Secretary shall not renew the registration of such a vehicle until the delinquent registration renewal fee has been paid, in addition to any other registration fees owed for the vehicle.
No back-registration balance exists to follow the vehicle. The $20 delinquent fee is charged to whoever applies for the renewal, and the Secretary of State simply will not issue the sticker until it is paid: 'the Secretary shall not renew the registration of such a vehicle until the delinquent registration renewal fee has been paid'.
No general non-operation affidavit exists, and none is needed for the registration fee itself, since unregistered periods are not billed. The only relief from the $20 delinquent fee is the two exemptions in 3-821.2 - active duty military stationed outside Illinois, and the no-renewal-notice-cohort exemption in subsection (b). The only storage credit in the Code is 625 ILCS 5/3-806.7(b), and it is limited to servicemembers stationed abroad six months or longer.
