How to fill out Idaho 3901

A placeholder for a lien, filed when the certificate itself is not available to go in with the title application. Idaho gives it a section of its own - 49-527 says its purpose is to perfect a security interest while the primary ownership document is still being obtained - and the department charges $26.00 for the privilege. Its first line is the honest description: this non-negotiable document is for use solely in perfecting security interests in vehicles. A private seller never files one. It appears on this list because it is the reason a buyer's lender can complete a purchase from you while your old lender is still sitting on the title, and because ITD's own fee table lists it beside the title fees where sellers find it and wonder what it is.

Written against 3901 (Rev 10/23), issued under Idaho Code 49-527 through 49-530. If you are a private seller and somebody has asked you to sign a Transitional Ownership Document, read the signature line again - there is only one, and it belongs to the representative of the dealership or financial institution submitting it. What a seller may legitimately be asked for in that situation is a bill of sale, a release of interest from your own lender, or a power of attorney, none of which is this form.

Why there is no completed 3901 here

There is no completed sample of the Transitional Ownership Document on this page, and the reason is the form's own first sentence: it is filed by a dealership or a financial institution to perfect a security interest, its only signature line belongs to that institution's representative, and every identifying box on it - the dealer or account number, the red control number off an ITD 0502 report of sale - is a credential a private person does not hold and cannot invent. Filling one in with a made-up dealer number would show you a document that could not exist. Every box it asks for is named in the field list above, in the order the form asks for them.
