How Casper's junk vehicle notice works
- Check the date on it. The city tries certified mail or hand delivery and, where it can, puts the notice on the windshield. You have 10 days from the notice to fix the problem, and each day it goes on after that is a separate violation.
- Don't just move it to another yard. Once you've been notified, moving the car to other private property where storage isn't allowed, or onto public property to store it, is a misdemeanor on its own.
- Disagree? Ask for a hearing in writing. Send the request to the city clerk (City Hall, 200 N. David St., Room 104) inside that window, naming the property, your name and address, and your interest in the car. What most people call the Wyoming DMV is two county offices here. Titles and liens go to the Natrona County Clerk's title office, Room 19 at 200 N. Center St. (307-235-9211). Plates and registration come from the County Treasurer's motor vehicle office in Room B32 of the same building (307-235-9370). The WYDOT office at 800 Bryan Stock Trail handles driver's licenses, not titles.
The title office posts its forms online, including a bill of sale, a lien release form and a power of attorney, and asks you to download and fill them in before you come in. The county building is open weekdays, 8 a.m. to 5 p.m.

I still owe on my truck. How does the lien come off in Casper?
Get a payoff quote from your lender first. If the payoff is smaller than the offer, the difference is yours. Once the loan is paid, the lien is released at the county clerk's title office: it wants the lien release (termination) form and your Wyoming title.
Does my buyer need a VIN inspection in Casper?
Only if the car's title is from another state. In Casper, the police department does them at its station at 201 N. David St. Walk in weekdays from 8 a.m. to 4:30 p.m., or call 307-235-8469 to book an off-site inspection. The county lists the fee as $10.
I'm replacing my truck. Can the Natrona County Treasurer credit my old plates before I sell it?
No. The treasurer's office says it can't give credit for plates from a car you still own, even one you no longer drive, because most of what you pay is an ownership tax, like the tax on a house. Sell the old one first. You don't need an appointment to register the new one.
Is it legal to keep an unregistered car on a Casper street?
No. Parking or storing an unregistered car on a Casper street is illegal, and the ticket is $110. A parking violation that lasts 24 hours or more counts as a new one, and police can have a car parked in violation towed. A vehicle left on someone else's property, public or private, for more than five days without permission is treated as abandoned.
