Sell your car in Hartford: running, rusted out or won't start
For fiscal 2027, Hartford taxes real estate and personal property at 69.95 mills, the highest rate of Connecticut's 169 towns. Cars are taxed at 32.46 mills, or $32.46 for every $1,000 of assessed value. A car registered in your name on October 1 goes on the Assessor's list for the next bill, so selling one you no longer drive and cancelling the registration before that date keeps it off. The sale takes about a week, and a truck comes to wherever the car sits in the city or the capital region.

Closing the car out with Hartford City Hall
- Finish the DMV side first. Hartford's credit instructions are written for a vehicle that has been sold with its plates returned to the DMV, so do that before you ask for the credit.
- Take your proof to the Assessor. The Assessor's Office is in Room 108 at City Hall, 550 Main Street. Hartford asks for two forms of written proof and leaves it to that office to say which forms it accepts, so ask before you go. The credit has to be claimed within a limited time, so apply soon after the sale, per the city's tax page.
Where we pick up around Hartford
We buy cars across Hartford, and pickup inside the city is quick work, from Blue Hills to Frog Hollow, Barry Square and the South End (06112, 06106 and 06114 among them). It carries on past the city line into West Hartford and East Hartford, and on to Wethersfield, Newington, Windsor, Bloomfield, Glastonbury and Manchester. If the car is anywhere in the capital region, a truck can reach it. The owner named on the title signs it over, so plan to be there or arrange the signing ahead of time; we go over what works for you when we schedule the pickup. Payment comes at the handoff, once the title is signed, rather than as a check after the car is gone.
Street-parked and not running? When Hartford calls a snow parking ban, blue lights come on at 16 major intersections, and any car still on a city street when the ban starts is ticketed and towed. Getting a towed car back starts at $105, which covers only 24 hours of storage. A car that won't start can't be moved when the lights come on, so decide what happens to it before the first storm.
Cash for your car in Hartford
Hartford's code has its own rule for a car that no longer runs. Section 22-47 says no owner, tenant or anyone else in charge of a property may let an inoperable car stay there unless it is inside an enclosed building. Once the property owner is notified in person or by mail and the city runs a notice in a newspaper, a car still unmoved 30 days later can be towed away. Each day of the violation is a separate offense, with a fine of up to $99. The code allows one car under active restoration at a time, plus one parts car for no more than 30 days. The city's anti-blight rules also count "the parking of inoperable vehicles" as a blight violation (Section 9-93A).
We pay cash for cars in Hartford, CT with rusted rocker panels, frame rot or an engine that won't start. The offer is based on the condition you describe on the form, and a truck comes to the driveway or lot where the car sits. If the city has already sent a Section 22-47 notice, selling it as a junk car before the 30 days run out takes the problem off your property.
When the engine won't start because it has blown or seized, our guide to selling a car with engine problems weighs the repair against selling the car as it is. There are separate guides for a car with a bad transmission and for a car with accident or frame damage.
When Hartford's car tax comes due, and where to pay

- •The Tax Collector is in City Hall, 550 Main Street, Room 106, and stays open until 7 p.m. on Thursdays (Office of the Tax Collector)
Asked by Hartford sellers
Where can I meet a buyer safely in Hartford?
If you sell privately, Hartford police named the front lot of the Public Safety Complex at 253 High Street a meeting place for internet purchases and exchanges in September 2022. If you take our offer instead, there is no meeting to arrange: the pickup comes to where the car is.
How long does a Hartford car tax payment take to clear before the DMV will register my next car?
The DMV can't register a vehicle until your Hartford tax payment clears. The Tax Collector lists one business day for cash, credit card or certified funds, two for a card paid online and ten for a check, so a check is the slowest way to pay if the next car needs to be on the road soon.
I paid Hartford's July car tax and then sold the car. Can I get money back?
Hartford's refund page lists a sold motor vehicle among the reasons a refund may be due. File one signed refund application per tax bill, with proof of payment (a copy of the cancelled check, front and back, or a cash receipt) and a valid ID. The city says a refund can take up to 90 days; questions go to hartfordtax@hartford.gov.
Where can a car wait out a Hartford snow ban before pickup?
If it runs and you have no off-street parking, move it to a Blue Light lot, such as 60 Chadwick Ave or 175 Mather St. Cars must leave those lots four hours after the ban is lifted. Hartford Public Schools lots are an option too, but they must be cleared within two hours of the ban ending, or cars are towed.
The CT DMV has no office inside Hartford; its Wethersfield hub office at 60 State Street can handle any transaction, by appointment only. For title signing, the bill of sale and plates, which don't change from town to town, see selling a car in Connecticut.
