For a seller with a buyer waiting and no certificate, the difference between this and the 78-006 is the difference between a sale this week and a sale next month.

Two editions of this form circulate from dor.ms.gov itself - the form-search copy and the Fast Track page's copy - differing only in which dealer POA generation the margin names. Either processes; take the current one from the form search and check the masthead reads 78-026.

What gets this one rejected
•Sending it FedEx. The Fast Track page is emphatic and strange: requests must go by regular U.S. Mail to the designated post office box or be hand-delivered - FEDEX, UPS or similar delivery options are not acceptable for the Fast-Track titling program.
•Sending it to the ordinary address. Fast-Track applications not mailed or hand-delivered to the appropriate address will receive regular processing and the Fast-Track fee will not be refunded - the premium buys nothing at the wrong box.
•Incomplete paperwork. The program does not change any paperwork requirements - all required documents must be completed and attached. If paperwork is not correct or complete, it will be rejected, and the resubmission has to go back to the Fast Track address too.
•Trying to upgrade mid-stream. Once an application is in the ordinary queue it stays there: once a title application has been submitted to the central office for regular processing, it cannot be switched to Fast-Track processing.
•Walking in without the owner. Counter service in Clinton requires a valid driver's license or photo identification card and the owner(s) must be present - the walk-in window is not an errand you can send someone on without a power of attorney.
Rules that decide whether it is accepted
•What 72 hours means. Processing time, not door-to-door time: titles are issued within 72 hours of receipt by the Department, and mailing time is not included. Hand delivery to the Title Bureau at 500 Clinton Center Drive is how people make it genuinely fast.
•The arithmetic on the fee. The $39.00 is the ordinary replacement fee plus the thirty-dollar expedited-processing surcharge the Department's Fast Track page itemises under Section 63-21-15. The same surcharge attaches to an original title application posted to the Fast Track box - original requests use the regular paperwork, just aimed at the expedited address.
