Louisiana's registration charge is a license TAX on the vehicle's value, not a flat fee: $10 a year for a car worth $10,000 or less, plus $1 a year for each additional $1,000 of value, and it is collected two years in advance. Value is fixed once - at purchase or first renewal - and every later renewal is based on that same figure, so the bill does not move as the car ages. The lapse side is where Louisiana goes vague. R.S. 47:508(C) says failure to pay by the renewal date makes the licence delinquent 'and subject to penalties and interest charges as provided in Chapter 18 of this Title' - a general tax-administration cross-reference, not a stated rate - and OMV's published fee page carries no delinquent line at all. The one delinquency figure Louisiana does state in the vehicle statutes is enforcement-side: when an officer finds a vehicle with an expired licence, the operator buys a licence and pays a penalty of 25 percent of the annual price, expressly 'in lieu of' the R.S. 47:508 penalties.
If upon inspecting a vehicle or combination of vehicles it is found that it has an expired Louisiana license and registration or that it has no license and registration, the inspector or enforcement officer may impound the vehicle and may require the operator of the vehicle to purchase forthwith a license for and to properly register the vehicle. Twenty-five per centum of the annual price of the license or registration shall be added to the cost of purchasing the same as a penalty, which shall be in lieu of the penalty directed to be imposed by R.S. 47:508.
Not stated in terms. What the statutes do establish is that the commissioner shall refuse registration 'When the tax and fees required therefor by law have not been paid' - so whatever is outstanding blocks the transaction and is collected from whoever presents the vehicle.
None found. There is no non-use, dead-storage or non-operation affidavit in R.S. 47:463, 47:508, 47:515 or 47:516. The only reduction of this shape is R.S. 47:508(D), which prorates the license for a vehicle acquired part-way through a renewal year - forward-looking, not retroactive. Separately, R.S. 47:429.4 lets OMV take outstanding fines, penalties and fees of $250 or more by installment agreement, but expressly excludes 'vehicle registration license taxes, or titling fees when submitting a transaction to title or register a motor vehicle' - so the registration tax itself cannot be put on a payment plan.
