A car that won’t start on a Kenosha street in winter
On most city streets, from December 1 through March 31 between 1 and 6 a.m., you may park only on the side of the street with odd-numbered addresses on odd dates, and on the even side on even dates. The police department's example: a car parked at 10 p.m. on January 3 belongs on the even side, because enforcement runs 1 to 6 a.m. on January 4. Twice a winter the odd side holds for two nights in a row, December 31 into January 1 and January 31 into February 1. A car that breaks the rule gets a ticket and may be towed.
A car that won't start can't switch sides. In a declared snow emergency, after at least two hours' notice, no car may be left on any city street.
If the city tows your car in Kenosha

I want to sell my junk car in Kenosha, and its registration ran out long ago. Where can it legally sit?
Not on the street. A vehicle unregistered for six months or more may not be left on any public street in Kenosha, and it can be towed. Keep it on your own property, in a garage if you can.
Can I fix the car up in the driveway before I sell it?
Some of it. If a repair leaves the car unable to run for more than three working days, Kenosha requires the work to be done in a garage, an enclosed building or a fenced area screened from the neighbors and the street. Repair work on a home property also can't be done for profit, and that includes fixing up a car bought to resell.
My car was towed in Kenosha for old parking tickets. How do I get it back to sell it?
The city tows an illegally parked car once it has two or more unpaid tickets more than 30 days old. To get it released, show the tower proof that you own it and pay the tow and storage charges; you don't have to pay the tickets first. If you think the tow was wrong, a written request gets you a review by an attorney in the City Attorney's office within one business day.
