When Fresno parking enforcement gets to the car first
- A green boot on a wheel. The city can boot a car with five or more delinquent parking citations. You then have 24 hours to pay them plus a $100 removal fee, or the car is impounded.
- A car that's been towed. Fresno Police at (559) 621-7000 can tell you where it went; have the plate number ready. Only the registered owner can reclaim it, and a tow for five or more citations needs them paid and a release from the Parking Division first.
- A hold on the registration. Overdue Fresno parking tickets can stop the DMV from registering the car. Pay at the DMV, at City Hall's Parking Services counter, or by phone or online. Paid electronically, the hold takes about 48 hours to clear; at City Hall, ask for an Abstract Form for the DMV.

The Valley Air District pays toward a newer plug-in hybrid or electric car when you give up a 2006-or-older car. Demand ran ahead of the money, so new applications are closed except in four AB 617 communities, and South Central Fresno is one of them (as of September 2026).
Household income must be at or below 300 percent of the federal poverty level ($90,000 for a household of four in the District's table), and the old car no longer has to fail smog. The District lists $9,500 to $12,000, one replacement per person in a lifetime. It's one or the other: the old car, its keys and title go to a dismantler, and the money comes off the price of the replacement at an approved dealership. My car failed smog. Is there free repair help in Fresno?
The Valley Air District's Tune In & Tune Up events give free emissions tests on Saturdays. In 2026 two were held at the Fresno Fairgrounds, on March 14 and August 22, and Valley residents can go to any event on the schedule. A car that fails gets a $500 voucher toward emissions repairs at a participating STAR Test and Repair station. If the fix isn't worth it, read selling a car with engine problems.
What happens if a neighbor reports the junk car in my Fresno yard?
The city treats a car that doesn't run, parked on private property, as blight unless it is fully inside a garage or other legal structure. A car cover doesn't count. Complaints go to Code Enforcement at (559) 621-8400 or online. A courtesy letter or a notice of violation usually comes first, giving you time to fix it. Fines are possible if it isn't fixed.
