How Vermont handles a lapse

Vermont sells a registration term, not a calendar year, and the owner picks the term at the counter. A car is $91 for one year or $167 for two, flat - no weight, no value, no age band, and no municipal component anywhere on the fee table. There is no grace period: the DMV's own FAQ answers 'Is there a grace period for renewing a Registration?' with the single word 'No'. There is also no published late fee. The DMV allows a lapsed registration to be renewed for up to three years past expiration, and its renewal flow asks the owner to 'Select your desired registration period (1- or 2-year)' and then quotes the fee for that term - which is a fee for a period going forward, not a catch-up. That is strong but indirect: Vermont does not say in so many words that the dead years are forgiven, and until it does this file will not claim a dollar figure as certain.
