How Rhode Island handles a lapse

Rhode Island is now a state-only bill, which is the opposite of what it was five years ago. The municipal motor vehicle excise tax was repealed outright - 'For fiscal year 2023 and thereafter, no tax shall be levied' - so a lapsed RI car owes nothing to any city or town. What is left is a weight-banded registration fee charged 'for each year of registration' plus a DOT surcharge, and no late or delinquency fee appears anywhere in chapter 31-6. A registration expired more than 90 days is not renewed at all; the DMV re-registers the car, and a new passenger registration is 'prorated by date'. So a three-year lapse buys one fresh registration term, not four.

No unpaid registration balance is created, so nothing follows the vehicle. What does follow the OWNER is a municipal tax block: an outstanding municipal tax debt stops a renewal until the tax collector sends a clearance to the DMV. This page is dated April 4, 2024 and is residual language from the excise-tax era; with the excise repealed for FY2023 and after, a block should only reflect older debt or a non-vehicle municipal tax. Ways the state forgives a lapse

None published. Rhode Island has no non-use or storage affidavit; because no back fee accrues, it does not need one. A plate returned before ninety days prior to the effective date of that year's registration earns a pro-rata refund only for multi-year semi-trailer plates (sec. 31-6-1(14)).
