This state does not bill lapsed years.
Pennsylvania does NOT stack. Nothing in Title 75 Chapter 13 (registration) or Chapter 19 (fees) creates a delinquency fee, a late penalty or a charge for periods the vehicle sat unregistered - both chapters were read in full looking for one. A registration lapsed three years is renewed by paying the ordinary annual fee, currently $48 for a passenger car, plus the $5 county fee for local use in participating counties. The exposure that actually costs money in Pennsylvania is not lateness, it is INSURANCE: under 75 Pa.C.S. 1786(d) a lapse in financial responsibility suspends the registration for three months, and getting out of that costs a $500 civil penalty in lieu of the suspension plus a $119 registration restoration fee - more than four years of registration fees.
At least 60 days prior to the expiration of each registration, the department shall send to the registrant an application for renewal of registration. Upon return of the application, accompanied by self-certification of financial responsibility and the applicable fee or fees, the department shall send to the registrant a renewed registration card.
There is no unpaid registration balance to follow the vehicle, because lapsed periods generate no charge. A Pennsylvania buyer registers the car in their own name at the ordinary fee plus the $11 plate transfer or a new plate.
No non-operation affidavit exists for registration fees and none is needed, since lapsed periods are not billed. The nearest structural analogue is 75 Pa.C.S. 1307(a.1) seasonal registration, which is filed FORWARD (the owner names the months the vehicle will be registered) and which expressly relieves the insurer of coverage for the unregistered months - it is a way to plan a lay-up, not a way to forgive a past one, and the full annual fee is still payable regardless of how few months are chosen. On the insurance side, the 1786(d)(2)(i) sub-31-day non-operation proof is the only retroactive relief, and it is far too short to reach a three-year lapse.
