This state does not bill lapsed years.
North Dakota has no late fee and no grace period. The penalty section that once existed - NDCC 39-04-16, 'Penalty for delinquent registration fees' - was repealed in 1975 and the heading now stands over nothing. What the code does say is that registration 'becomes delinquent immediately upon expiration of the prior registration', and the Department's own manual says flatly 'North Dakota has no grace period'. The fee itself is a flat annual amount banded by gross weight and by how many years the vehicle has been registered, published as a twelve-column monthly proration table. The unresolved point - and it is the crux question - is whether the owner renewing after a three-year gap is billed one annual fee or four. North Dakota publishes the rule for a BUYER (one annual fee, anniversary re-anchored to the purchase month) and publishes a military exemption from 'prior registration fees', which is the only hint that prior fees are ever charged. It states no general rule.
If a previously registered motor vehicle whose registered gross weight does not exceed twenty thousand pounds [9071.84 kilograms] is purchased during the period the vehicle's registration in this state is expired, the department shall collect the annual registration fee under section 39-04-19 and shall issue registration that expires on the last day of the month that is the anniversary of the month the vehicle was purchased.
A buyer of a car that lapsed under the seller pays one annual fee and gets a fresh anniversary keyed to the purchase month - the lapsed periods are not collected from the buyer.
One narrow, published relief and no general one. Military personnel who stored their vehicles during active duty may be exempt from prior registration fees on application (SFN 2872 completed in full with induction date, date of discharge, or military leave), and 'Fees will be prorated upon the month of return from service' (NDDOT Motor Vehicle Registration Manual, Registration Renewal, item F). NDCC 39-04-18.1, 'Failure to register upon gainful employment', was not transcribed. No non-use or storage affidavit for civilians was found.
