This state does not bill lapsed years.
New York does NOT stack. There is no back-registration charge and no late-renewal penalty anywhere in VTL 401. A registration lapsed three years is simply past the one-year online-renewal window, so the owner registers the vehicle again from scratch at a DMV office: a fresh 2-year weight-based fee, $25 plates, the county vehicle use tax and, in the twelve MCTD counties, the $50 supplemental fee. The three unregistered years cost nothing. The money that actually bites a three-year New York lapse is not registration at all - it is the VTL 318 insurance-lapse civil penalty, $8 to $12 a day up to 90 days, which is owed if the car was insured-then-lapsed without the plates being surrendered, and which must be cleared before DMV will register anything.

There is no unpaid registration balance to follow the vehicle, because lapsed years generate no charge. A New York buyer of a car three years lapsed registers it as an original registration in their own name at the ordinary fee.
No non-operation affidavit exists and none is needed for registration fees, since unregistered periods are not billed. The functional equivalent on the insurance side is surrendering the number plates to DMV: doing so within the statutory window is what stops the VTL 318 per-day civil penalty accruing. That is the New York analogue of California's Planned Non-Operation, and it is about insurance, not registration.
