This state does not bill lapsed years.
Montana bills forward, not backward, and imposes no late penalty at all. Fees 'must be paid on the date of registration or renewal', and a registration period 'commences on the first day of the calendar month in the calendar year in which the motor vehicle is registered' - so an owner whose registration lapsed three years ago walks into the county treasurer and buys one fresh 12-month period at the current age band. There is no delinquency fee anywhere in Title 61 chapter 3; the only sanction is the general misdemeanour for violating the chapter. The wrinkle is Montana's permanent registration: a light vehicle 11 or more years old can be registered permanently for $87.50 plus five times the county local-option tax, after which the owner 'is not subject to additional registration fees', so a permanently registered vehicle cannot lapse at all - but the permanent registration dies at sale and the buyer must register the car afresh.
Motor vehicle registration fees, local option vehicle taxes or fees, fees in lieu of tax, and other fees must be paid on the date of registration or renewal of registration of the motor vehicle.
Nothing follows the vehicle to the buyer. Montana stops the meter at the transfer.
Montana has no post-hoc non-use affidavit. It has the opposite - two prospective tools an owner must use BEFORE the fact: voluntary registration cancellation (MCA 61-3-306) and voluntary registration suspension (MCA 61-3-307). Whether either can be applied retroactively to excuse a lapse is not stated on the MVD pages; ask the county treasurer before paying.
