The Office of Motor Vehicle charges a flat weight-banded registration fee ($17/$25/$30 for a passenger car) and a late penalty of $3.00 per 10-day period that STOPS once it equals one annual license fee - so the state penalty on a 3-year lapse is bounded at $17-$30 per lapsed year, not an open-ended accrual. The half that actually hurts is the county's: Arkansas law forbids renewing at all until the vehicle has been assessed with the county assessor and all personal property taxes owed have been paid, and each unassessed year carries its own 10% county penalty at that county's millage. A 3-year lapse therefore usually means three years of county personal property tax before OMV will take the renewal.

The state registration penalty clock restarts at the buyer, not at the seller's lapse - it runs 'from the date of the title assignment or release date of a prior lien, whichever is later'. A buyer of a car whose tags expired three years ago under the seller therefore faces a 60-day clock from their own purchase date, not a three-year accrued state penalty. The county personal property tax is a different matter: it is assessed against the person who owned the vehicle on the assessment date, and the collector's receipt is what OMV checks.
The affidavit does not appear to reach the county personal property tax, which is assessed on ownership rather than on use.
