Alaska is the only state in this group that publishes a real cliff, and it falls the owner's way. Registration is biennial. A vehicle expired LESS than a full year is charged the whole two-year fee backdated to the month it expired - even if the car was parked, and even if a new buyer had nothing to do with it. But once the lapse passes a full year the DMV says the registration 'starts over': one biennial fee running forward from now, with nothing collected for the dead years. So an owner three years lapsed pays $100 for a passenger car plus the Motor Vehicle Registration Tax for their borough, and that is the whole bill. There is no percentage penalty and no per-year stacking. The local tax is a genuine borough tax but, unlike Montana's or Maine's, the DMV publishes every location's rate in one annual chart keyed to vehicle model year, so a real dollar figure is reachable.
A vehicle that has been expired for less than a full year is charged the full biennial fee beginning with the month the registration expired, even if an individual has just purchased the vehicle and the previous owner let the vehicle expire, or the vehicle has been parked while it was expired. The registration starts over when it has been expired for over an entire year or when the previous owner was exempt from registration fees (Senior Exemption, Disability Plates, etc.).
For a lapse under one year the balance follows the VEHICLE to the buyer - Alaska says so explicitly, which is rare. Over a year, there is nothing to follow.
There is no non-use or storage affidavit, and the DMV states the opposite for a short lapse: a vehicle 'parked while it was expired' is still charged the backdated biennial fee. The relief is structural rather than applied for - crossing the one-year line restarts the registration. Two other published resets: a previous owner exempt from registration fees (Senior Exemption, Disability Plates).
