How to fill out Colorado DR 2173

The one bill of sale that can carry a federal odometer disclosure in Colorado, and the one form in the department's index that cannot be downloaded. It is controlled stock. A private seller meets it when the assignment on the certificate has run out of room, when a purged record is being re-established, or when a county asks for the mileage on a secure document rather than on a sheet of paper anyone could print.

Written against DR 2173 (not published online), issued under 49 CFR Part 580 and C.R.S. 42-6-110. Do not go looking for a DR 2173 before you know you need one. For an ordinary sale where the certificate has room and the price goes on the back of it, Colorado asks for no bill of sale whatsoever.

There is no download link for the DR 2173 here because there is not one anywhere - the Division of Motor Vehicles does not publish it. The card below explains where it does come from.

Why there is no completed DR 2173 here

There is no filled-in picture on this page because the Colorado Department of Revenue does not publish the DR 2173 at all - it is controlled security stock sold through five named private vendors, and no downloadable copy exists to annotate.

Why there is no download link on this pageThere is nothing to link. The department lists it under Title Secure Forms, alongside the Secure Power of Attorney and the Secured Dealer Bill of Sale, and says those forms are purchased through named vendors rather than published.

What it carries that an ordinary bill of sale does notThe odometer reading and indicator, in a form the county will accept as the federal disclosure. The department's own instruction on the purged-record route is that the applicant taking title will disclose the mileage on this document.
Everything a plain bill of sale carriesBuyer and seller names and details, the purchase price, vehicle information, the date of sale, and anything else pertinent to the sale - which is the department's own list of what a bill of sale should include.

What gets this one rejected

Rules that decide whether it is accepted

There is no DR 2173 to read: the Division of Motor Vehicles does not publish it, so nothing on this page describes its contents beyond what the agency itself says about it — that is here — and what is on the Colorado Department of Revenue, Division of Motor Vehicles pages. This is plain-language help with a form, not legal advice, and where our wording and the agency's differ, theirs governs.
